大型工业项目往往具有“规模大、投资多、工艺复杂、专业性强”的特点,而对于采用施工总承包模式的工业项目,只能通过建设单位间接地获取足够的技术支持,这就决定了以常规的工程理念将无法实现高效的管理,因此总承包方建立专业、高效、职权集中的技术管理体系,对推进工程进度、保障工程质量、控制工程造价均有积极的意义。该文根据中原冶炼厂冶炼项目的技术管理实践,探讨技术管理体系的概念、组织构成、工作职能等,为同类施工总承包项目的管理工作提供参考。

Large scale industrial project is usually prominent in scale,investment,process complexity and profes-sionality. As for its fully contracted construction project,it is the only way that the construction side should indirectly obtain sufficient technical support,which makes conventional project management ideas unable to accomplish efficient management. Professional,efficient and centralized administrative technical management system is hence significant to accelerate project progress, guarantee project quality, and constrain project cost. The paper, according to technical management practice of Zhongyuan smelting project, discusses the definition, organization and responsibility of the technical management system,providing reference for similar management of fully contracted project of large scale in-dustrial construction.
